Plan Review Submittal

What do I Submit for Plan Review?

When applying for a new or addition commercial building permit you must submit the following:

  1. Building construction plans including Mechanical, Electrical, and Plumbing with engineer’s and/or architect’s seal (as required by state law) – two complete sets (including site plans and landscape plans).

  2. Site plans – nine additional copies and one reduced (11”x17”)
  3. Plat - three copies and one reduced (11”x17”) copy of the property's certified, recorded plat
  4. Landscape Plan - two copies of landscape plan (minimum size 11”x17”), if required for landscape plan review
  5. Energy Code review sheet.
  6. TDLR Registration Form if construction is a commercial project exceeding $50,000 in valuation.

If working with a “Third-Party” firm, confirm: 1) the company is on the city-approved list of third-party firms. 2) Site plan is circulated for review. 3) When a third-party firm submits its comments, the comments are put on the building permit and attached to the city’s set of plans and the building permits are issued after zoning is verified and all other city department approvals are given.

What Must be Shown on a Site Plan for Plan Review?

The site plan must show the proposed work and its location in relation to property lines and existing buildings. Site plans must include the following:

  • Specified scale, north arrow and legal description
  • Existing and/or proposed structure(s) with exact dimensions
  • Parking areas and required number of parking spaces
  • Driveway locations and traffic circulation system
  • Lot and building line dimensions, as well as dimensions from property line to the project
  • Alley with dimensions, if applicable
  • All easements, if applicable
  • Street names
  • Sidewalks
  • Location of nearest fire hydrant(s)
  • Fire lanes
  • Utility or civil engineering site plan, showing water and sanitary sewer.

Other items, which may be required prior to a building permit being issued, are:

  • proof that the property has the appropriate zoning
  • area and/or site drainage study
  • water and sewer extensions
  • community facilities agreement
  • dedication of appropriate easements
  • fire sprinkler, fire alarm and standpipe plans
  • fire hydrants and/or fire lane approval
  • fire sprinkler/alarm installation certificate(s)
  • assessment paving petition
  • joint driveway letter
  • Health Department approval
  • street lights
  • revised site plans
  • water and/or sewer impact fee
  • additional requirements

The site plan is circulated among a number of city departments, such as Fire and Transportation, that must review and approve the site plan before a building permit can be issued. Other item items may be required prior to a building permit being issued, such as drainage study or traffic impact analysis.

How do I Check on the Status of My Plan?

You may check on the status of your plan review by calling the IVR automated system at 817-392-6370. You may also have comments faxed to you by using this service. Additionally, you can contact the Plans Exam team at 817-392-8115.

To obtain the plan status using the automated system you will need the permit number and job address.

Electrical, mechanical and plumbing fees include a Fee Estimation worksheet. You can estimate your building permit fees by selecting the Building Fee Estimator link.

You will need to know the occupancy code for commercial construction permit fee estimates.  For residential, occupancy code R is for the dwelling structure and occupancy code U is for garage, carport or other structure.
